Thursday: I accepted the offer from Judy to work in the OML.
Friday: Got a letter from the city of Sunnyvale (why go to the bother? why not just phone me?) that they had selected another candidate for the position.
Monday: I find out that San Jose State employees, which would have included me had I accepted their offer last November, have gone on strike. (CSU is another union, not SEIU which FHDA and Sunnyvale are both members of.)

All's well that ends well!

Probably so that documentation exists somewhere on their end.

I guess. They duplicated all their emails with letters, but not the phone call for the second interview, and I think not the one for the first interview either (not sure). *shrug*

from a CYA standpoint, it's more important to document the rejections than the acceptance - no one ever got sued for having their resume accepted and an interview scheduled, but more than a few have sued for not getting the subsequent job offer.
