Seems like Proposition 64 is not going to have a lot of practical effect, since every local jurisdiction is just going ahead and banning sale and growing of marijuana anyway:

And some of these are including some things related to medical marijuana as well, like delivery services, which has got to suck.

Wow, that's so different from Oregon, where very few places have done this, and instead recreational pot is becoming increasingly ordinary.

That said, overturning local ordinances is in theory far easier than at the state, let alone federal, levels. This is where the county and city level matters, in theory, but it's into wet and dry county BS.

You'd think they'd be interested in the profit, i.e. the tax revenue, but apparently they're too squeamish. I agree with the person who said this is silly for the city council to do when 59% of the residents voted to pass the proposition.
