Do any other Californians have any idea what is being referred to in the last panel of this comic? I am clueless as to what "nah brah" is supposed to mean and why it should be stereotypically Californian.

It could have been brought in from Hawaiian pidgin, where people do say 'nah' and 'brah' -- hence the surf culture tie in?

Could be. Maybe I don't spend enough time in Santa Cruz and/or coastal bits of Los Angeles.
